The development of this facility biosecurity program and facility business continuity program was initiated from a Department of Homeland Security led assessment of selected critical infrastructure and regional analysis of surrounding infrastructure. The State of Texas and the Panhandle Regional Planning Council were awarded grant funding through the Buffer Zone Protection Program to develop biosecurity guides Biosecurity Program, business continuity guides Business Continuity Program, and regional Foot and Mouth Disease preparedness plans.
