The Panhandle’s Regional Solid Waste Management Program is supported by funding received through the Texas Commission on Environmental Quality (TCEQ). The purpose of the program is to facilitate the undertaking of programs and projects that will improve and enhance the Panhandle's solid waste management system(s).

The Regional Solid Waste grants program, also funded through the TCEQ, is primarily intended to assist Panhandle local governments with the implementation of projects designed to mitigate the negative impacts that solid waste may have on the environment, to minimize health and safety threats that certain wastes may pose to the public and to reduce the region’s reliance on landfilling as the sole means of properly disposing of solid waste.
